Etihad Town File Verification: How to Check a File or Plot
To verify an Etihad Town (Ittehad Town) file, get the file number and last ownership letter from the seller, confirm the registered owner and dues with the developer's Transfer & Record Department, check the payments against the official plan, and get a No Demand Certificate (NDC) before paying in full. Here is each step, from the developer's own documents.
Note: the checks below follow the developer's own transfer documents from the official Etihad Town downloads page. Only the developer's Transfer & Record Department can confirm who owns a file; this guide tells you what to ask and what to look at.
File verification at a glance
| Who confirms ownership | Transfer & Record Department, Etihad Town (UAN 042-111-99-88-77) |
|---|---|
| Ownership papers | Booking form, allocation letter, allotment letter or transfer letter (the latest one is the "last ownership letter"), plus every payment slip |
| Strongest proof before paying | A No Demand Certificate (NDC) issued in the seller's name for that plot; valid 30 days |
| At transfer | The original ownership letter is surrendered; photocopies or scans are not accepted |
| Where | On site (Etihad Town, 3.5 km off Raiwind Road) or the corporate office (44, Defence Raya Golf Resort, Phase 6, DHA, Lahore) |
Step 1: Get the file details from the seller
Ask for clear copies of the last ownership letter (booking form, allocation, allotment or transfer letter), the seller's CNIC and all payment slips. Note the registration or booking number, plot number, block, phase, size and category (residential or commercial). The developer's NDC form asks for every one of these, so a genuine seller will have them.
Step 2: Confirm the owner with the developer
Call the developer's UAN or visit the Transfer & Record Department with the file number. Ask four questions:
- Is the registered owner the same person (name and CNIC) who is selling to you? If there are several owners, all must sign the transfer.
- Which payments have been received, and what is outstanding?
- Is any earlier deal on this file still unsettled? The developer requires previous unsuccessful deals to be settled before transfer.
- Is there a lost-document case? Without the original letter, the developer's loss-of-document procedure must be completed first.
Step 3: Match the payments to the plan
Compare the payment slips with the developer's plan for that phase on the official payment plan page. In Phases 2, 3 and 4 the price is for land only, so development charges are still to come; in the Phase 1 Overseas Block they are included. Corner or park-facing plots carry a 10% premium (15% for both), which should show in the amounts paid. Every charge is explained in our Etihad Town charges guide.
Step 4: Pay only into the developer's own accounts
The developer lists its bank accounts for each phase on its payment plan page, and the account title differs by phase (for example, Phase 2 payments go to United Empire Properties LLP and Phase 3 to ETM Developers (Private) Limited). Before paying an installment or dues, check that the account title matches that page. Token money to a seller is a private payment, so pay it by cheque or bank transfer in the registered owner's name and get a signed receipt.
Step 5: Get the NDC before the full payment
The NDC (form reference TFR-ET/2026002, download) is the developer's own confirmation that dues are clear for that plot and seller. It is applied for by the owner, an estate agent (agent's stamp mandatory) or the owner's authority holder, with original signatures, and is valid for 30 days. Monthly charges that fall due after it is issued, such as water, sewerage and security, are cleared before the transfer is executed. The full process is in our Etihad Town transfer procedure.
Step 6: Check the special cases
| Situation | What the developer requires |
|---|---|
| Seller lives abroad | General Power of Attorney attested by the Pakistan Embassy and the Ministry of Foreign Affairs camp office in Lahore, and registered with the Sub-Registrar |
| Buyer lives abroad | Special Power of Attorney attested by the Pakistan Embassy and the MoFA camp office, Lahore |
| Hiba (gift) to family | NADRA Family Registration Certificate (FRC) |
| Owner is a minor | Guardianship certificate and permission to sell from the court |
| Built house | LDA completion certificate |
| Company, trust or firm | Separate instructions from the developer's document counter |
Step 7: See the plot
For a possession plot, visit with the site plan and check the plot number, size and position on the ground; the developer demarcates the plot at possession. For a file without a plot number yet, confirm the phase, block (if allotted) and ballot status with the developer.
Warning signs
- The seller will not share the file number or let you check it with the developer.
- Only photocopies, no original ownership letter, and no loss-of-document case on record.
- The name on the letter does not match the seller's CNIC, or one co-owner is "not available" to sign.
- A price well below the developer's own plan, with pressure to pay token money today.
- A request to pay dues into a personal or unfamiliar account.

Frequently asked questions
How can I verify an Etihad Town file?
Get the file number, plot details, the last ownership letter and all payment slips from the seller, then confirm the registered owner and outstanding dues with the developer's Transfer & Record Department (UAN 042-111-99-88-77). Before the full payment, get a No Demand Certificate (NDC) issued for that plot.
How do I check the owner of an Etihad Town plot?
Only the developer's Transfer & Record Department can confirm the registered owner. Give them the file or plot number and check that the name and CNIC match the seller; if there are several owners, all must sign.
How long is an Etihad Town NDC valid?
30 days, for houses and buildings and for possession or non-possession plots. An expired NDC is renewed for a fee if the buyer is the same; a new buyer needs a fresh NDC.
Can a seller living abroad sell an Etihad Town file?
Yes, through a General Power of Attorney attested by the Pakistan Embassy and the Ministry of Foreign Affairs camp office in Lahore, and registered with the Sub-Registrar.
What if the original Etihad Town allotment or booking letter is lost?
The original ownership letter must be surrendered at transfer. If it is lost, the developer's loss-of-document procedure must be completed before the transfer can go ahead.
Which bank account should I pay Etihad Town dues into?
Only the developer's own accounts listed for that phase on its official payment plan page; the account title differs by phase. Check the title before you pay.
