Etihad Town Transfer Procedure: NDC, Documents and Fees
Every sale in Etihad Town (Ittehad Town) Lahore goes through the developer's Transfer & Record Department: the seller applies for a No Demand Certificate (NDC), all dues are cleared, and the transfer is executed at the site office or the corporate office, where the original ownership letter is surrendered. An NDC is valid for 30 days.
Note: the forms named here are the developer's own, from the official Etihad Town downloads page. We have handled the paperwork on our own deals; nothing here replaces the developer's transfer desk.

Step by step
- Check the record first. Before any token money, confirm the plot or file number, the owner's name and the dues with the developer, and that the plot sits in the approved layout.
- Fill the NDC request form. Tick whether payment is complete or part paid, the type of transfer, and whether you want the transfer executed on site or at the corporate office. Every owner signs in original ink, including owners living abroad.
- Attach the documents listed below and pay the NDC submission fee by challan.
- Submit the NDC through the owner, the estate agent or the authority holder. The Inventory, Building Control, Legal, Finance and Audit departments sign it off, and the Transfer & Record Department notes anything missing (for example the booking form, allocation letter or sale deed copy).
- Clear the dues. Dues are updated every month after you submit, so water and sewerage, security and other charges are cleared again before execution, along with the transfer fee and government taxes.
- Execute the transfer within 30 days. The seller surrenders the original last ownership letter (booking, allocation, allotment or transfer letter) and the record moves to the buyer.
Documents required
- Photocopy of the last ownership letter (booking form, allocation, allotment or transfer letter), plus all payment slips
- Photocopy of the seller's CNIC
- Photocopy of the buyer's CNIC
- Photocopy of the estate agent's CNIC (if an agent is used)
- NADRA Family Registration Certificate (FRC), mandatory for hiba cases
- Clearance certificate from the Excise & Taxation Office
- PRA tax, where applicable
- For a built house: a photocopy of the LDA completion certificate
- Paid challan of the NDC submission fee
At execution the original ownership letter is surrendered. If it is lost, the developer's loss-of-document procedure must be completed first.
Seller or buyer living abroad
- Seller abroad: a General Power of Attorney (GPA) attested by the Pakistan Embassy, then by the Ministry of Foreign Affairs camp office in Lahore, and registered with the Sub-Registrar.
- Buyer abroad: a Special Power of Attorney (SPA) attested by the Pakistan Embassy and the Ministry of Foreign Affairs camp office in Lahore.
- A specimen GPA / SPA is available from the developer's front desk.
Hiba, minors and companies
- Hiba (gift): allowed to father, mother, wife, husband, son or daughter, with the NADRA FRC.
- Minor owner: a guardianship certificate and the court's permission to sell are mandatory.
- Company, trust, firm or partnership: a separate set of instructions is given at the document counter.
What usually holds a transfer up
- NDC expired: renewal on payment of a renewal fee if the buyer is the same; a fresh NDC for a new buyer.
- Old deals not settled: the owner must settle any earlier unsuccessful deal on the same plot.
- Copies instead of originals: scanned or photocopied signatures are not accepted.
- Missing original letter: complete the loss-of-document procedure before execution.
- Dues that grew: monthly charges keep adding up while the NDC is in process.
Registry and intiqal
Inside Etihad Town, ownership is recorded by the developer's Transfer & Record Department through booking, allocation, allotment and transfer letters. The NDC form also asks for an Excise & Taxation clearance and may ask for a copy of the sale deed between seller and buyer. Whether your case also needs a registered deed depends on the plot's status, so ask the transfer desk at the NDC stage.
How we help
For buyers and sellers we check the record and dues first, prepare the NDC set, attend the transfer and hand over the documents. Send the plot number and phase on WhatsApp 0321-7545345.
