PGSHF allotment letter and possession letter: step by step

After a PGSHF draw, a member still has three steps before owning the plot on the ground: biometric and the allotment letter, the possession letter, and physical possession at the scheme. This guide follows the official PGSHF instructions.

Who gets an allotment

  • The member is eligible under the PGSHF Act 2004 and Rules 2013 and paid the subscription during service.
  • The member has retired from government service (or the family applies after the member's death).
  • The member falls within the entitlement seniority of the houses or plots being allotted, and has submitted the service documents to verify it.
  • The member has not already received a house or plot at a reserved price from any government housing scheme.
  • The cost of the house or plot was deposited within the given time, before the draw.

How allocation works

  1. Tentative seniority list: PGSHF publishes a tentative entitlement seniority list, based on the date of retirement or death and the priority of station. See our guide to the PGSHF seniority list.
  2. Draw: plots are allocated through a computerized draw, conducted by the Punjab Information Technology Board under the House Allocation Committee.
  3. Allotment letter: issued after biometric verification.

Biometric and the allotment letter

After the draw, PGSHF posts a letter calling the allottee for biometric verification at the Head Office in Lahore. The allotment letter is handed over by hand right after the biometric. Bring:

  • The biometric call letter (original)
  • Original CNIC
  • Pension book
  • Certificate of sole widow or widower (where it applies)
  • Any bank documents needed for instalment payments
  • Court declaration certificate, in case both parents have died

The possession letter

  1. Send a written application for the possession letter to the PGSHF Head Office, by post or by hand.
  2. PGSHF re-checks the dues. If the plot is larger than planned, it asks for the extra amount; if it is smaller, the difference is refunded.
  3. After dues are clear, PGSHF issues the possession letter and directs the project office to hand over the plot with its drawing.

Physical possession at the scheme

There is no fee for physical possession. Visit the scheme office, which measures the plot and hands it over. Bring the allotment letter, the possession letter, a copy of your CNIC and your original service documents.

Rules after possession

  • The plot or house can be sold three months after physical possession. See the PGSHF transfer procedure.
  • Do not start construction before the possession letter.
  • The first allottee must build within two years of possession, or pay a late-construction surcharge set by the Board.
  • The house must follow approved drawings; structural changes need prior permission.
  • PGSHF can cancel an allotment if false information is found.
