PGSHF transfer procedure: NOC, fees and documents (2026)
Selling or buying a PGSHF plot or house needs two things from the Foundation: an NOC before the sale deed, and a Transfer Letter after it. Both are now applied for online on PGSHF's e-Transfer Management System (e-TMS). Here is the full process, the fees and the papers you need.
Who can transfer, and when
- The seller must be the owner of the house or plot in PGSHF's record and must have taken possession.
- A plot or house can be transferred three months after taking physical possession (the minimum retention period).
- The property must not be under litigation, a court dispute or a mortgage.
- Only a full transfer is allowed. A partial share cannot be transferred.
Step 1: apply for the NOC on e-TMS
- Open the e-Transfer Management System at etms.pgshf.gop.pk and register or log in.
- Generate the challan for the fees: NOC fee, transfer fee, excess area charges (if any) and PRA tax (if any). Pay it through online banking or at the bank.
- Fill the online NOC application form.
- Choose the office where seller and purchaser will record statements and biometrics: the Head Office in Lahore or the project office of the scheme.
- Upload scanned copies of the documents below and submit. Note the tracking number.
- e-TMS tells you the date and time for statements and biometric verification. Both parties must appear in person, or an authorised representative with a power of attorney.
- After verification and approval, PGSHF issues the NOC. It is posted to the seller, the purchaser and the Sub-Registrar, and a scanned copy is placed on e-TMS.
Documents for the NOC
- NOC application form
- Allotment letter, possession letter and physical possession (when the seller is the original member)
- If the seller bought it earlier: their transfer deed, plus the NOC and Transfer Letter PGSHF issued to them
- Dues clearance certificate from the project office
- Two stamp papers of PKR 300, one from the seller and one from the purchaser
- CNIC of the seller and the purchaser
- Paid challan of the transfer fee and NOC fee (generated on e-TMS)
- From the purchaser: Customer Risk Assessment form, Customer Due Diligence form, latest FBR return and bank statement
Step 2: register the deed, then get the Transfer Letter
With the NOC, the sale (or gift) deed is registered at the Sub-Registrar. Then the purchaser applies on e-TMS for the Transfer Letter so that PGSHF updates its record:
- Log in to e-TMS and fill the Transfer Letter form.
- Upload the purchaser's CNIC, an attested copy of the registered sale deed and an undertaking/affidavit on a PKR 300 stamp paper.
- After approval PGSHF updates the ownership in its database and issues the Transfer Letter in the purchaser's name.
PGSHF transfer fee (PKR)
These are the NOC and transfer fees shown on the PGSHF scheme pages (Lahore, Sahiwal, Faisalabad, Khanewal, Multan, Rawalpindi and others):
| Type of transfer | Per marla | 5 Marla | 7 Marla | 10 Marla | 1 Kanal |
|---|---|---|---|---|---|
| NOC fee | – | 5,000 | 5,000 | 5,000 | 5,000 |
| Transfer to legal heirs after the member dies | Nil | Nil | Nil | Nil | Nil |
| Transfer to legal heirs during the member's lifetime | 2,000 | 10,000 | 14,000 | 20,000 | 40,000 |
| Sale to a third party (each transaction) | 5,000 | 25,000 | 35,000 | 50,000 | 100,000 |
| Commercial property | 20,000 | 100,000 | 140,000 | 200,000 | 400,000 |
The general transfer procedure page on pgshf.gop.pk still shows older, lower figures (PKR 3,000 per marla for a sale). The scheme pages show the rates above. e-TMS calculates the exact amount on your challan, so go by the challan. Excess area charges and PRA tax are added only where they apply.
Important rules
- A transfer without the PGSHF NOC is prohibited and may lead to cancellation of the allotment.
- Benami transfers are a criminal offence.
- After the transfer, the purchaser takes on all rights and obligations of the original member.
- Taxes and stamp duty on the sale deed are paid separately as per law.
Buying a PGSHF plot safely
- Check the seller is the owner on PGSHF record: allotment letter, possession letter and the seller's CNIC must match.
- Check dues: ask the project office for a dues clearance certificate before you pay any token money.
- Check the timing: a plot can only be sold three months after physical possession.
- Never skip the NOC: PGSHF says a transfer without its NOC can lead to cancellation of the allotment.
- Pay against paper: token money only against a written agreement, and fees only through the PGSHF challan.
